Description

This ticket was split out of #761 to help breakdown the work. The scope of this ticket is limited to the left hand navigation. When a user clicks on the elements in this area, it will change the component that appears in the middle of the screen.

Assumptions

Acceptance Criteria

1. Show that the left navigation exists and a user may select the options available
