* Splits community reward from epoch rewards

* Rename payments -> rewards

Currently have three primary types of rewards: election rewards from
locked gold, validator rewards from running a validator, and community
rewards to bolster the community fund.

* Continues payments -> rewards rename

This rename now extends to the edge of go-lang at the contract
interface. These changes are internal and self contained.

* Move communityReward closer to the smart contract layer

* Test against community_rewards in the monorepo

* Updates geth with latest epoch reward contract

* PR Feedback

* Clarifies distribution of community reward

* Sets up for diversion to reserve

This doesn't actually divert rewards, but once the isReserveLow
function is ready, this can easily do so.
