Update python to 3.12.4

• Updated lint failures for the new py version
• Updated github actions to use 3.12.4
• Updated circle CI to use 3.12.4
• Updated the dockerfile to use 3.12.4
• A custom image was needed for circleCI as a dependency needed the rust toolchain. This custom image source can be found here: https://github.com/ethpandaops/base-images/blob/master/circleci-python-rust/Dockerfile and is tagged as ethpandaops/circleci-python-rust:3.12.4
