Better Filename based on HTTP response headers, trust MIME Types coming from remote first than extension and cleanups
This is a pre-full-fix but should get us all rolling

Fixes various multiple files per Object as separate processes with remote downloads issues and timeouts (now with proper timeout coming from PHP's max time) + smaller UI fixes on LoD Reconciliation Edit Form
There will be more work on this before 0.3.0 goes live but this is already a big moving forward
