Steps to Reproduce

  1. Launch Ketcher
  2. Click the Restore Down button of the browser.

Actual behavior
Programmatically scroll buttons absent.

Expected behavior
Programmatically scroll buttons appear on the bottom Toolbar (on the left) and Atom palette (on the right). Both up arrows buttons should be absent when the left and right panels are in the up position.
