Remove appearance of a tooltip under mouse cursor for Functional Groups/Salts and Solvents abbreviations

Background
When selecting Functional Groups, Salts and Solvents current behavior displays abbreviation under the mouse cursor as it moves across canvas and shows a tooltip when cursor stops. However, this can be distracting and unnecessary

Solution
We suggest updating behavior to only display the tooltip for Functional Groups/Salts and Solvents that have been placed on canvas and when cursor is hovered over them.
