Follow-up to #428.
Since we're moving away from the "constraints" terminology in favour of "programs" I
figured now's a good time to rename the pallet and clean up some legacy code (e.g the ACL
and Architecture stuff).
This will be breaking to external clients who will need to update their code to point to
the Programs pallet instead.
