Currently we want everyone using entropy to have free txs and not have to onboard with bits.

This opens us up to DoS vulnerabilities. We need a protected way for them to sign up that can't be spammed

Maybe send some of the native currency, or a PoW challange

The signup flow will require a proof that key distribution has occurred, will need that to register maybe also paired with a PoW with each tx

Free call core logic is done with #176 and #177 ; free call distribution methods are being discussed at #203
