When tested with a manager-level (non-Admin) login, the Bulkrax options (Importers/Exporters) display in the sidebar. We should restrict these options so that they are only visible to Admin level users.

We currently restrict Zizia imports and other background jobs to Admin users to avoid conflicting processes being initiated or overloading Fedora, especially given that ingests are running almost constantly in production.
