Allow Element Web to use cascade layers #26993

This upgrades a number of PostCSS dependencies so that we can make use of cascade layers, a feature which I plan to use for theming of Compound: https://compound.element.io/?path=/docs/develop-theming--docs. This feature of CSS has been available in all major browsers since 2022, so we should be able to use it under our support policy.


This change is marked as an internal change (Task), so will not be included in the changelog.
