Element sends call version 1 as a number, but it should be a string #22629

Steps to reproduce

  1. Start a call in Element
  2. Check the first event sent into the room

Outcome

What did you expect?

Note, clients are allowed to interpret any number as 0, so you will be silently downgrading the call version, if you don't send it as a string.
