New room list: Notifications bar for out of view rooms

@nadonomy questions about this:

• For the room icon previews, which rooms should be be picking from?
  • If there's more than 3 rooms from different sections, should we mix the selections from those sections?
  • If they are all from the same tag, how do we want to order them?
  • If there's less than 3, do we just show a small bar?
• Would it be useful to have an unread count on the bar (optionally?)?
• What does this look like for the bottom of the list?
• How does one prevent it from triggering for invites they are ignoring? (ie: M's invites)

I think the following ideas provide less information about the new notifications but would involve less complication/need to document systems for selecting faces.

1 - put a general "new notifications" banner in

• Doesn't require a lot of logic
• Covers up (some) of your room list
• May or may not dismissible

2 - use the number next to the room section title to indicate an increase in the number of notifications

• Tapping on the number should slide user to the first room with mention.
• Leave the vertical list free of distractions, so dismissable functionality not required.
• Requires animation of notifications number

Is this only for mention notifications (red) or for other notifications too?
