[meta] Cross-team platform migration blockers

This issue is being used to track the final list of blocking issues across teams that are preventing plugins from completing their migration.

Please add any known blockers to this list. This list is meant to be exhaustive for each and every plugin and blocker. Upstream teams (eg. Platform, App Arch) will use this to set priorities for clearing these blockers for plugin teams.
