The default wait_for_active_shards is NONE for cluster health, which differs from all the other API in master, hence we need to make sure to set the parameter whenever it differs from NONE (0). The test around this also had a bug, which is why this was not originally uncovered. Relates to elastic#29331

differs from all the other API in master, hence we need to make sure to
set the parameter whenever it differs from NONE (0). The test around
this also had a bug, which is why this was not originally uncovered.
Note that this PR targets master only as in 6.x the problem was resolved while backporting, given that other already supported API already have a different default there, which also helped uncovering the issue. This change also aligns the
setRandomWaitForActiveShardswith the existing corresponding method from 6.x.Relates to #29331
