Document Elasticsearch update strategy change budget & groups #1210

Add documentation for the `updateStrategy` section of the Elasticsearch spec. It documents how (and why) `changeBudget` and `groups` are used by ECK, and how both settings can be specified by the user.

Nice write up.
I wonder if we should just write some TL;DR in this documentation where we list all the Spec sections that can be modified and simply point to links to more detailed pages that contain a full documentation.
I also wonder if it's good or bad to have some overlaps with https://www.elastic.co/guide/en/cloud-on-k8s/master/k8s-advanced-node-scheduling.html.
I'm favorable to merge that in this state and maybe do some moves later.
+1. I think we need a simple version that lists all settings with a very brief description and links to a more detailed description/guide at the top of the doc. |

A check is done in the prepare-fs script by looking at the existence of the Elastic License. If not present, the script exit with a custom exit code.
