Cherry-pick of PR #13721 to 7.4 branch. Original message:
rds metricset has a dashboard by default but not working with displaying data with decimals. These fields need to be defined as float instead of long in order to properly display on dashboards. This PR is to fix the dashboard and add an overview image for the dashboard in documentation.
