Description
This PR makes the following changes:
pr_issue_assignmentworkflow and use theCODEOWNERSfile instead.add_issues_prs_to_dedalo_project(nowadd_issue_pr_to_apollo_project) workflow to use the reusable workflow of Open edXJira Issue
