This requires Java 17 to build.
Maven plugins used in the build now require Java 17. We still target Java 11 for our output. Also update the actions used to the latest version.

I've also updated the build configurations for MP OpenAPI PR and snapshots in ci.eclipse.org to use Java 17 (hence the build above passing). The release build has been updated separately to use Java 17 in eclipse/microprofile-build-infra#13 |
