Bump tough-cookie and jsonld in /packages/core

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [jsonld](https://github.com/digitalbazaar/jsonld.js). These dependencies need to be updated together.


Removes `tough-cookie`

Updates `jsonld` from 4.0.1 to 8.2.0
