Implemented a wrapper component to await the loading of LEA's app config and the instantiation of the carl client.

Relative links were not working and a separate README for the book makes sense.
CARL's `create_peer` rpc did not offer the possibility to update a peer. Therefore, the name and behavior has been changed to allow both: create and update a peer's descriptor.
