What does this PR do?

Introduce two stacks for two examples:

  • Hello World Theia plug-in (+ Theia being added automatically)
  • REST client Theia plug-in (+ Theia being added automatically) + REST server running in its own container

What issues does this PR fix or reference?

#10123
