add psycopg2, PyYAML, and Cartopy dependencies to QGIS 3.28.1

• {lib}[GCCcore/11.2.0] psycopg2 v2.9.5 w/ Python 3.9.6 #17256

I got a bunch of Couldn't load plugin ... messages on starting QGIS:

ModuleNotFoundError: No module named 'owslib'
ModuleNotFoundError: No module named 'yaml'
ModuleNotFoundError: No module named 'psycopg2'

I'm using Cartopy to supply owslib as QGIS+Cartopy is a sensible combination of modules that would be wanted together - avoiding the potential to have a different version of owslib available from a separate module just providing this.
