currently there are four easy configs in easybuild-easyconfigs/easybuild/easyconfigs/h/HDF5 for HDF5-1.13.1 that download the tarball from here, which is now empty for some reason

the more recent versions aren't empty. i opened a pr to include HDF5-1.13.3 in the easyconfigs folder

the HDF5 1.13.x are actually experimental releases, which is why the downloads no longer work
