In one Discord server, I found something called electron, which is exactly that. I still have the file in my MEGA account if you want to see it. Currently it doesn't work for me, though.

if anyones interested;
a project i was working on some time ago was a browser that would auto-find unblocked links and redirect when one goes down / gets blocked ( it would be a VB app for win and mayb a PWA/Bookmarklet/Ext for chromeos)

Also. just a warning for electron. It doesn't by default have a proxy popup, but I'm working on a template that uses code stolen from Nativefier which is electron based and has a proxy popup. Also, most Aussie schools block sites based on user, it just uses a regular proxy server and displays a proxy popup that asks for sign in.
