[R20-1572] Enable external redirects

What I did

• Enable external redirects conditionally on redirect_type

How to test

• Tested locally on v2.3.3 production env vic.gov.au, with internal and external links (https://www.vic.gov.au/grants and https://www.vic.gov.au/digitaljobs)
