This pull request significantly extends the functionality of the original issue cloner action. Here are the key enhancements:

Flexible Label and Assignee Setting:

Added the ability to specify multiple labels and assignees for the cloned issue with the new labels and assignees inputs. These inputs accept comma-separated values, allowing for multiple labels and assignees to be added to the cloned issue.

Title Prefixing:

Introduced a new prefix input that allows for prefixing the title of the cloned issue, which can be useful for categorization or indicating the source of the issue.

Output URL of Cloned Issue:

The action now outputs the URL of the cloned issue, which can be captured for further use in subsequent steps of a workflow.

Refactored Code for Enhanced Readability and Maintenance:

The cloneIssue function has been refactored to accept additional arguments for the new prefix, labels, and assignees inputs, making the function more versatile.

The start function has been updated to handle the processing of new inputs and pass them to the cloneIssue function.

These enhancements provide a more robust and flexible issue cloning mechanism, allowing for better management and categorization of cloned issues in the target repository.

This pull request enhances the issue-cloner action by adding the ability to specify additional labels and assignees for the cloned issue via the `addLabel` and `assignTo` inputs, respectively.

Both inputs accept comma-separated values, allowing for multiple labels and assignees. The code has been updated to handle these inputs, ensuring they are properly applied to the cloned issue in the target repository.

Additionally, the URL of the cloned issue is now set as an output of the action, providing a reference to the new issue directly from the action's output, which can be accessed with ${{ steps.<step-id>.outputs.issue_url }} in your workflow file.
