It would be useful to share utilities for manipulating Source Link JSON across various repos.

For example,

Creating and using a source package that includes the [implementation](https://github.com/dotnet/symreader-converter/blob/master/src/Microsoft.DiaSymReader.Converter/SourceLinkMap.cs) is tracked by dotnet/sourcelink#443.
