RunProcess, silently fail to log any messages. Also, this would be a problem when building multiple projects in parallel, since the logger is a task-specific one. Instead, we pass logger as an arg to all the methods. Really fixes .wasm size regression #55608 (and a bit more). If we need -O0 for the tests we should enable it there not by default.
Assertions enabled by default only in WasmDevel now
