Wasm fix LLVM Debug Information subroutine linkage #8288

This fixes the links for LLVM Debug information subroutines, which enables source map lines in the debugger. This change is not specific to emscripten source-map and should also fix things for DWARF debugging. As DWARF is the way forward I'll focus on that before updating documentation, but this at least allows source files to come up in the browser (if the source files can be found via the webserver)

Incidentally DWARF is working at least in Chrome canary:
