This removes the #4344 detection code to avoid calling
pipeverytime thedocker-composecommand is launched. While it is still possible for the problem to occur, thedocker-pyhas now been deprecated for over a year and the pros of keeping those guards in place no longer offset the cons (significant slowdown for every time a CLI command executed ; including our own acceptance tests). Fixes #5038
