### What changes are included in this PR?

Adds support for reading and writing System.Data.SqlTypes.SqlDecimal against Decimal128Array.

### Are these changes tested?

Yes.

### Are there any user-facing changes?

Adds functions to the API.
* Closes: apache#38351
