This PR fixes a bug subscribing/verifying subscriptions/unsubscribing to/from Public API data sets by changing the data set id's and data set file id's used by the API subscription pages.
The Notifier service expects data set id's to be Public API data set id's, while the Public frontend also needs data set file id's to be able to link to the data catalogue data set details page.
