…ging This changes the error handling behaviour of `getApiDataSetLocationMappings` so that any missing candidate errors are thrown instead of logged. We do this to avoid missing mappings in the UI, which can go unnoticed and cause incorrect mapping of locations during processing and potentially result in a critical error.
This adds handling for location mappings that count as 'Major' i.e. where a code has changed.
