Generate related images in CSV

What does this PR do?

Adds step to generate-deployment.sh to automatically update .spec.relatedImages in the CSV files. To do this, we basically mangle the existing RELATED_IMAGE_* env vars.

The relatedImages field in a CSV is used for mirroring images for a catalog and is required for network-disconnected installs.

What issues does this PR fix or reference?
