This is due to the python version in the docker container that we are using. It was too old and transformers now requires min python 3.9. Updating the container fixes this.

Update to a [container
(24.03)](https://docs.nvidia.com/deeplearning/frameworks/pytorch-release-notes/rel-24-03.html)
with python 3.10 as transformers dropped support for python 3.8 in their
latest release.

Note: nv-human-eval.yml was never completed and isn't used, it is just
updated for any potential future support.
