This change moves all library code from the project into the decred.org/dcrwallet module, and moves the dcrwallet main package into a submodule under the cmd directory.

This change moves all library code from the project into the
decred.org/dcrwallet module, and moves the dcrwallet main package into
a submodule under the cmd directory.
Although eventually planned, this commit does not yet create the
submodules for the decred.org/dcrwallet/rpc/jsonrpc/types or
decred.org/dcrwallet/rpc/walletrpc submodules. These will be made
into submodules later before tagging a new decred.org/dcrwallet
release.
Closes #1641.
