Solve the problem that when the namenode fails to format for the first time, subsequent commands cannot be executed
Brief change log
If the namenode fails to format for the first time, we will need to enter the Y/N command at the command line to continue, otherwise the subsequent commands will not work.
Verify this pull request
This pull request is code cleanup without any test coverage.
