Enhance terraform-docs.awk transformation for Terraform 0.12

This PR fixes some edge cases for transforming Terraform >= 0.12 variables/outputs to Terraform < 0.12 syntax in order to parse it with terraform-docs

Todo

  • Add all newly found edge cases to CI tests to ensure all changes will still be compatible with previous logic
