Patch v0.0.3

Description

This PR bumps CytoTable to v0.0.3 and will create a new release on GitHub and PyPI. Mostly this is significant to avoid issues from new PyPI installations with later revisions to Parsl objects which have now been incorporated into CytoTable (see #112).
