In some use cases you don't want to write a proper XML document, but only a document fragment. The main difference is whether there's a XML declaration (e.g.
<?xml version="1.0"?>) to indicate the start of the document.XML.build_fragmentadds an easy interface for building an XML fragment by omitting the start document declaration.
