Refactor Modal System

Description

• Refactors the modal system, switches from using the Vue app_sate to set modal titles and contents, with one HTML modal element -> having an HTML modal element for each modal spawner.
• Add modal titles and contents to question buttons
• Some titles and contents still need to be implemented, but modal functionality now works.
