fix: proper consumer key prefix ordering #991

Description

This PR should properly shuffle around key prefixes one last time, to ensure ICS v2 only appends prefixes and doesn't remove/move existing ones.

If you compare the diff of x/ccv/consumer/types/keys.go between v1.2.0-multiden and v2.0.0-rc1, it will show that key prefixes are only appended to the prefix iota enum. THIS IS A MISLEADING DIFF DISPLAY.

If you checkout those two tags separately, you'll see the mentioned v2 tag adds entries to the middle of the enum, which would cause undefined behavior w/o migrations.

Note this PR should be merged to main, then cherry-picked into release/v2.0.x to cut a v2.0.0-rc2

Related to #963 <- that PR incorrectly assumed the GH diff display could be trusted.

IMPORTANT: the PR diff displayed on GH can be inspected, but isn't going to tell you much. To approve this PR, I need a more manual sanity check. Please checkout v1.2.0-multiden and inspect the consumer keys.go enum. Then compare this to the consumer keys.go enum from this PR.

This PR branch is correct IFF it adds entries to the end of the mentioned iota enum, it doesn't remove existing entries, and doesn't move existing entires.

Note that @jtremback and I were looking through diffs and found another issue with main/v2, fixed as a part of this PR.

Issue is that in v1.2.0-multiden, SetPendingPackets uses the PendingDataPacketsBytePrefix prefix: https://github.com/cosmos/interchain-security/blob/v1.2.0-multiden/x/ccv/consumer/keeper/keeper.go#L466

But in v2.0.0-rc1, SetPendingPackets uses the PendingDataPacketsKey() which resolves to use PendingDataPacketsByteKey: https://github.com/cosmos/interchain-security/blob/v2.0.0-rc1/x/ccv/consumer/keeper/keeper.go#L576

I checked the folder diff between v1.2.0-multiden and this branch. LGTM.
