Based on the latest discussions we had, ADR 033 (#7459) had been approved. It is used by the group module which we are adding (#7633). This issue is to track adding it to the SDK based on the initial work in https://github.com/regen-network/regen-ledger/tree/master/types/module updated based on discussions #9171 and #9182.

This is blocked on coming to a decision about #9182 which we'll discuss in the next architecture review.

Following up on #9089, this PR is the first step towards the migration of [x/group](https://github.com/regen-network/regen-ledger/tree/master/x/group) into the SDK. It introduces the group module proto definitions (types, tx, query) and other types.
The rest of the code (module, server, client, genesis...) is dependent on various other discussions (#9238, #9182, #9237, #7773) and will be added in follow-up PRs incrementally.
