What this PR does:

Updated Thanos version to latest main thanos-io/thanos@e7cd6c1.

Added circuit breaker support to Cortex cache clients using the feature added in Thanos thanos-io/thanos#7010.

This is helpful to prevent overloading external caches using SET requests such as memcached.
