Added benchmarking for compute units usage in Anchor programs.
This is done by creating a program to measure the results and comparing the current results with the previous version's results. Any change over 1% needs to be noted in /bench or CI will fail.
Updating the benchmark results is handled automatically when running the benchmark tests and PRs that change compute units should run
anchor test --skip-lintin /tests/bench.For more information see Compute Units and /tests/bench.
