Implements #21367

Does this PR introduce a user-facing change?

Added support for memory-backed emptyDir volumes to `podman play kube`. Example:

- name: "myvolume"
  emptyDir:
    medium: "Memory"

CI failures look unrelated to my changes, but I don't see how to retry the jobs. Any suggestions?
