Description

Readme update to include details about precommit hook setup.

Fixes # 2966

Type of change

  • This change requires a documentation update

How Has This Been Tested?

Checklist:

As per https://confluentinc.atlassian.net/browse/DP-13487, we need to add the hooks in our github repo and not the manual setup as mentioned in the PR
