This appears to be a sporadic issue with conda_lock.conda_solver._reconstruct_fetch_actions:

FileExistsError: Distribution 'libgcc-ng-12.2.0-h65d4601_19' not found in pkgs_dirs
[PosixPath('/home/runner/work/_temp/tmpqpj7g6tb'), PosixPath('/home/runner/conda_pkgs_dir')]
