Re-render to add NumPy 1.13 support.
These are included in the patch release. So we no longer need to apply the patches ourselves.
We did not backport the fixes for these tests into the 0.18.2 release. So we need to update this patch so that it will work correctly with 0.18.2.

Re-renders with a dev version of `conda-smithy`, which provides support for build matrices in CircleCI. While this feature has had some testing, it has not gone live yet and should not generally be used until it is released.

Also use the latest cython version.
This is just a tweak on top of #53 to use the 0.19.X branch rather than the 0.19b2 tag. Note the sha256sum will need to be updated if the 0.19.X branch changes.
Compared to #54 this one correctly targets the
rc
branch.
