Adds recipe: asmtk/cci.20230718
Motivation
Adds another library into CCI which is an official extension of asmjit.
Details
Needs a patch for CMakeLists.txt as the library handles external source of asmjit in a weird fashion.
Otherwise I just derived it from AsmJit recipe.
Fixes #25527
